Position - Technical Services Manager Location - Swansea Reporting to - Account Director Desired Experience & or Qualifications  Professional qualifications in a technical discipline, or full membership of an appropriate professional body, or a minimum of 5 years direct experience  IOSH/NEBOSH certified  Extensive experience in the operational management of complex building or similar engineering services, gained in either operational engineering or maintenance environments in large premises for critical users  Extensive knowledge of relevant safety legislation, codes of practice etc. as applicable across the range of building engineering services activities, including environmental and public health issues and the installation, operation and maintenance of engineering plant  IT literate and familiar with the use of Computerised Maintenance Management Systems  Full current driving licence Typical Duties Our client is seeking a qualified Technical Services Manager in Swansea. The postholder will need to hold relevant technical qualifications (electrical, HVAC, mechanical etc) as the role will require technical input alongside other management duties.  Responsibility for the management of the Technical Team and overall performance of the Hard Services, Service Partner.  Provide technical leadership across the Estate, taking ownership for the implementation of innovative Planned Maintenance solutions, including leadership of job plan suitability and auditing of the overall PPM regime.  Ensure that all buildings are provided with resilient building services maintained to a high quality and ensure Statutory Compliance obligations and contractual requirements are met.  Close liaison with central teams (Technical Operations and CIT) at all levels to ensure that property technical services and maintenance management issues are effectively addressed. Assistance in the forward planning of property maintenance and the Life Cycle Replacement (LCR) Programme will also be included in the responsibilities of the post  In liaison with Service Partners and the community, work closely with service partners to deliver Energy Management, Business Continuity Planning, Engineering Competence and the Permit to work system  To take reasonable care for the health and safety of him/herself and others who may be affected by their acts and omissions and to co-operate with employer so far as is necessary to enable them to carry out their statutory duty.  Accountable to the Facilities Director for technical competence, safety, effectiveness and potential innovation across the entire engineering operation on the contract  Accountable for managing all unplanned events promptly, with full closure and ensuring that lessons learnt are used to continually improve service to the client. Including the management of reporting and communication processes that involve and satisfy customers and other stakeholders  Day-to-day management of technical service delivery within the property by effective contract management of service partners ensuring compliance with the contract requirements. Maintain by careful monitoring, co-ordination and control, the provision of services against defined performance standards  Oversee and audit maintenance review programmes, ensuring all plant is covered by a maintenance strategy that seeks to extend plant life and reduce overall expenditure, including responsibility for signing off all critical works.  Ensure that all project works are completed and handed over with the appropriate completion certificates and paperwork.  Responsibility for safety in terms of engineering aspects for all electrical, mechanical and public health systems in the designated buildings, and to deliver effective safety management systems therein As a member of the Senior Management Team:  Help formulate and communicate both the Technical and Services Visions  Contribute to decision-making and the overall management of staff on the contract  Ensure that standards – including safety, leadership, communication and team working values are adopted throughout all teams  Responsibility for ensuring that training and development initiatives and solutions are identified and undertaken, and that the training and development needs of direct reports are assessed on a regular basis  Effective liaison with Facilities Director and site FM’s, to ensure appropriate co-ordination of activities regarding accommodation changes, contingency planning and necessary communication with occupiers  Contribute to the strategy and implementation of the company’s stated environmental policy as it relates to technical issues and lead on the implementation of relevant initiatives on site, ensuring best practice is observed with regard to energy conservation  Ensure service provision is provided and maintained outside of normal working hours which will include participating, on a rota basis, in an out of hours emergency service Annual salary up to £50,000 (subject to skills, qualifications & experience), plus other company benefits.
